SAT is a perfect spot to mass produce a rail alternative that would begin wheel and spoke transit. Start by building a construction facility where all concrete and rail would be built on a production line. Then starting at each of the 3 ring roads (interstate loops 37 & 10, 410, and 1604) build elevated towers on the inner side of the loops. Each tower would then have the rail bridge trucked from the production facility to the tower and lifted into place. Cheaper to build.
